The values shared within a society influence the social behaviour of the agents in that society. This connection goes through implicit and explicit norms.
What is the role of law in a society in which order is maintained mostly through social norms, trust, and nonlegal sanctions? Eric Posner argues that social norms are sometimes desirable yet sometimes odious, and that the law is critical to enhancing good social norms and undermining bad ones. But he also argues that the proper regulation of social norms is a delicate and complex task, and that current understanding of social norms is inadequate for guiding judges and lawmakers.

This paper analyses the regulation of inter-firm contracting in Germany, Britain and Italy. Contrary to earlier empirical studies and to models drawn from transaction-cost theory, we find that contract law may play an important role in underpinning long-term, cooperative relationships and in fostering trust. The impact of contract law depends on the relationship between the legal system and other forms of institutional regulation, including trade associations and standard-setting bodies. This issue of Erasmus Law Review explores the relation between law and society by investigating different conceptions of social norms. The idea of this special issue saw the light of day during the meetings of a discussion group that we organised for our fellow PhD candidates of the Erasmus Graduate School of Law EGSL. The aim of the discussion group was to stimulate debate among peers and thereby benefit from the diverse disciplinary backgrounds of the participating PhD candidates and guest speakers. In exploring the relation between law and society we have found it both helpful and challenging to focus, in particular, on the relation between legal and social norms. Social norms are regarded as collective representations of acceptable group conduct as well as individual perceptions of particular group conduct. In the field of social psychology, the roles of norms are emphasized—which can guide behavior in a certain situation or environment as "mental representations of appropriate behavior". A message can target the former dimension by describing high levels of voter turnout in order to encourage more turnout. Norms also can be changed contingent on the observed behavior of others how much behavior is exhibited. Social norms can be thought of as: "rules that prescribe what people should and should not do given their social surroundings" known as milieu, sociocultural context and circumstances. Examination of norms is "scattered across disciplines and research traditions, with no clear consensus on how the term should be used.
Despite numerous challenges, since its independence, Uzbekistan, with the exception of the May Andijan events, has enjoyed extraordinary political stability and not recorded any considerable cases of interethnic or interfaith conflict, regime change or civil war, whereas neighboring Kyrgyzstan, labeled an "island of democracy" by the Western world, has experienced numerous conflicts and chaos, ranging from "color revolutions" to ethnic conflict. However, for understanding Uzbekistan's ability to cope with internal and external challenges, little recourse is made to the post-independence discourse on public administration known as "mahalla reforms". In spite of the significant existing body of literature on the mahalla, there has been little systematic scholarly investigation of the role of mahalla in maintaining political stability and security in Uzbekistan. Previous studies did not provide an account of how the law, social norms and welfare come to interplay in the mahalla system and how this influences the public administration developments in Uzbekistan. In undertaking this task, the paper employs three theoretical concepts: the theory of norms, the welfare-pentagon model and the theory of social control.

Legal norms are often seen as a means to regulate behaviour when neither self-interest nor social norms produce the desired behaviour in individuals. This suggests, on the one hand, that the law should regulate those areas in which social norms do not exist and provide support and extra enforcement in those areas where social norms exist.
