The Political Economy of International Relations

International relations is a broad field that helps create bonds between nations through economic, social, and political relationships. International politics is a subset of the study of international relations, and as such, it requires critical thinking skills and proficiency in cross-cultural communication. While international relations encompasses a wide array of disciplines, professionals who specialize in international politics typically focus more narrowly on specific types of nation-to-nation affairs, such as foreign policymaking, diplomacy, and trade regulation. The field of international relations emerged at the beginning of the 20th century largely in the West and in particular in the United States as that country grew in power and influence. Whereas the study of international relations in the newly founded Soviet Union and later in communist China was stultified by officially imposed Marxist ideology , in the West the field flourished as the result of a number of factors: a growing demand to find less-dangerous and more-effective means of conducting relations between peoples, societies, governments, and economies; a surge of writing and research inspired by the belief that systematic observation and inquiry could dispel ignorance and serve human betterment; and the popularization of political affairs, including foreign affairs. The traditional view that foreign and military matters should remain the exclusive preserve of rulers and other elites yielded to the belief that such matters constituted an important concern and responsibility of all citizens. This increasing popularization of international relations reinforced the idea that general education should include instruction in foreign affairs and that knowledge should be advanced in the interests of greater public control and oversight of foreign and military policy. The Corona Crisis and International Relations: Open Questions, Tentative Assumptions

But are these changes lasting or transient? Every global crisis impacts the international system, its structures, norms and institutions. No need to go back to the world wars and the founding of the League of Nations and the United Nations. In our own century the attacks of 11 September changed international law and state practice towards non-state actors, while the financial crisis of saw the G20 transform from a club of finance ministers into a body capable of a soft steering role in some of the less controversial areas of international politics. It is too early to make definitive statements.

In reviewing the history of portions of international studies I reflect on how we might best advance knowledge. I dwell on two issues: questions of method and the urgency of refocusing our efforts on leaders and domestic affairs as the centerpiece for understanding the world of international relations. I argue that scientific progress is best made by combining three methodological approaches in our research: formal, mathematical logic to ensure internal consistency in arguments about complex and contingent relations among variables; case studies and archival research to evaluate verisimilitude between theory and action; and statistical analysis to establish the generality of the hypothesized relations among variables. Often such methodologically diverse and progressive research will best be accomplished by encouraging collaboration rather than by perpetuating the current norm of penalizing co-authorship especially among junior scholars. I offer concrete examples of advances in knowledge achieved through the employment of mathematical reasoning and statistical analysis as many have cast doubts about the substantive contributions of these particular approaches. My perspective is, of course, personal and may not be shared by many others.

Intelligence is central to foreign policy; although it uses secret sources, its general task parallels that of social science: to understand the world. Secrecy and democracy often clash, creating tensions for democratic regimes despite the fact that they can make better use of their intelligence services than dictatorships. Although national leaders need intelligence, the incentives and outlooks of the two groups often conflict. Intelligence activities have multiple effects on foreign policies both increasing and decreasing international conflict. The twenty-first century presents new technologies and new problems that both increase and decrease the role of secrecy. Keywords: intelligence , secrecy , deception , information , decision making.
